Unable to update the 'Change Reason' value for cancelled sales order lines

OE_ORDER_LINES_HISTORY is not saving after user changes the reason code in Orders Returns >> Sales Orders>>Lines Tab. Tools --> Change Reason

The issue can be reproduced at will with the following steps:
1. Log into Oracle Applications
2. Go to Order Management Super User Responsibility
3. Navigate to MENUPATH > Orders, Returns
4. Open the Sales Order form and Query the Sales Order
5. Navigate to Line Items tab
6. Cancel the sales order line and enter the value for change reason
7. Now trying updating the change reason, it is not getting saved
