'Create User Account' Checkbox Not Displayed When Trying to Create New Contact From Supplier Responsibility (Doc ID 3010820.1)

Goal

When supplier is trying to create a new Contact Directory he is not able to see 'Create User Account' checkbox.

STEPS

The issue can be reproduced at will with the following steps:
1. Login as a supplier user
2. iSupplier Portal Full Access
3. Administration Tab
4. Contact Directory
5. Create
6. 'Create User Account' checkbox is not displayed
