R12: RGOPTM: Program - Optimizer Performance Issue / Stuck in Pending - Standby Status Since Upgrade to DB 19c (Doc ID 3010964.1)

Symptoms

The  Program - Optimizer (RGOPTM) process is stuck in Pending - Standby status as seen in the concurrent manager Requests screen.   Performance issues are observed with this process since Database upgrade to 19c.

Steps to Reproduce

  1. Login and select a General Ledger responsibility
  2. (N) Other > Requests > Run
  3. Submit: Program - Optimizer
  4. The concurrent process will remain in Pending Phase and Standby Status, or will take a long time to complete

Changes

 Upgraded database to 19c.
