Symptoms

When attempting to baseline the budget the following error occurs and the budget fields are grayed out 

FINANCIAL PLAN RULES VIOLATED
GL_CLOSE


The issue can be reproduced at will with the following steps:

1.Go into the Project Responsibility
2.Navigate Budget
3.Budget fields Grayed out
4.Click on "Baseline"
