Can't Create New Activity Through Activity Workbench Due to Error 'Could not create the activity' (Doc ID 3011930.1)

When attempting to create activity via the Activity Workbench, the following error occurs.
Users are able to create activities via the Asset Activity form. The issue only occurs in the Activity Workbench.


Could not create the activity. Please refer to log for details.


1. Responsibility: Enterprise Asset Management.
2. Go to Activity -> Activity Workbench.
3. Try to create activity.
4. Receive the above error.
