Income Fee Billing Streams are not Getting Generated as per the Fee Payment Structure during the Arrears Scenario (Doc ID 3013201.1)

Symptoms

Income Fee Billing Streams are not getting generated as per Payment Schedule.

External Pricing Engine is used. Income fee payment is defined for 1 period with Arrears flag enabled. But Income fee Billing stream is getting generated on 1st day of fee start date instead of last day/1st day of next month.

The issue can be reproduced at will with the following steps:
1. Using lease super user responsibility, create Operating lease contract with the following config:
External Stream Generation (ESG) is used.
Pricing name used on Fee payment = Fee.
Pricing name used on Amortized fee Income = Single Fee Accrual.
Contract start date 1-Jul-23 for 36 month.
Add Rent payment with Arrears enabled, monthly payment for 36 months.
2. In additional charges tab, add income fee for complete contract duration starting from 1-jul-23.
3. In Payments tab, enter income fee payment for Monthly frequency with Arrears checkbox checked and provide payment for 1 month starting as on contract start date i.e 1-jul-23.
4. Price the contract.
5. Verify Fee payment stream for income fee and noticed the billing date for fee is 1-jul-23.
expected- billing date should be 1-aug 23 as its arrears payment and generate billing date as 1st day of next month, so 1-aug-23 is expected.
