Unwanted Self Service Certification Messages, But No Setup is Found in Coverage Restrictions Panel (Doc ID 3013701.1)

Symptoms

In Benefits Self Service, a Warning Message on Waive Plans is coming on enrollment page and it should not be since it's a waive plan.
However, having trouble finding the setup controlling this.

Expect that Waive plans should not have certification required, and if no setup is present, should not produce certification messages.


The issue can be reproduced at will with the following steps:
1. Navigate to US Super HRMS Manager > People > Benefits Service Center
     Create potential life event like Gain Child and process to started status.
2. Go to Employee Self-Service  > Benefits and enroll in benefits.
3. Messages for certification are listed on the confirmation page.
     Among these messages are certification messages for waive plans which do not appear to be in the certification requirements.
