Symptoms

Create Item Instances screen in Install Base should defaults Party Type to Party instead of Employee

The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User responsibility
2. Item Instances
3. Click Create button
4. Party Type field under the Owner section is set to Employee instead of Employee
