Symptoms

When attempting to debrief a task, the following error occurs.

ERROR

You must enter a value for column Bill to id is not Valid


Steps
-----------------------
The issue can be reproduced at will with the following steps:

1. Oracle Field Service > Agent Dashboard
2. Open Service Request > Update Task
3. Create a debrief line and debrief/install Item > submit it.
