Error 'Transaction Date Cannot Be Greater Than System Date' When Trying To Back Date Reference Performance Date

Symptoms
Attempting to Create Reference Performance. Date defaults to current date. Performance Date is several months earlier. User attempts to change the date to a date before today, but still after the Performance Date, but still receives error

Transaction Date cannot be greater than system date
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Purchasing/G-Invoicing responsibility, navigate to Buyer Work Center -> Awards and click on IGT Performance tab
2. Query existing Performance record and choose Create Reference Performance from drop down list and click GO
3. The Date field in the Header section defaults to todays date
4. The Performance Date is dated a couple months before today
5. Try to change the Date field to a date after Performance Date, but before todays date (backdate the Reference Performance
