Symptoms
PRC: Transaction Import concurrent process completed with following error
REP-0004: Warning: Unable to open user preference file.
MSG-20003: ORA-20003: import1_prog:ORA-01843: not a valid month After calling pre_import Extension SQL COUNT 1

The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. Navigate View > Requests > Submit a New Request
3. Run the concurrent process PRC: Transaction Import
