Kanban Replenishment Does Not Create Discrete (WIP) Jobs For Some Items That Are Restricted In Specific Locators (Doc ID 3016394.1)

Symptoms

Kanban replenishment does not create WIP jobs for some items after inventory locators were restricted post upgrade from Apps 12.1.1 to 12.1.3.

STEPS
1. Inventory > Replenishment > Kanban > Query for the card > Click Replenish
2. The card status changes from New > In process , but do not see the WIP job number generated. No errors displayed on the form.
3. FND debug log shows below errors -
