Symptoms

When attempting to run "Payables Command Center Data Load" concurrent,
the following error occurs:

Steps to Reproduce the situation:

The issue can be reproduced at will with the following steps:
1. Upgrade to ECC v11
2. From Payables Manager Responsibility > Requests > Run
3. Run "Payables Command Center Data Load" concurrent
3. Error appears in the log file
