AMP: E-Business Suite Target Discovery Fails with Error "oracle.apps.ebs.amp.oms.discovery.discoverer.AppsDiscoveryException: WLS Domain Refresh job is running more than expected time of 12 min." (Doc ID 3017381.1)

Symptoms

Unable to discover E-Business Suite (EBS) application in Oracle Enterprise Manager 13c with EBS Application Management Pack (AMP) on version 13.5.1.0.
Post upgrade of AMP from 13.4.1.0 to 13.5.1.0 version, the discovery is failing after waiting on Weblogic domain refresh for 12 minutes or more.

ERROR

Below error can be found in the discovery log file.

STEPS

1. Login into OEM
2. Targets > Oracle E-Business Suite
3. Click Add and then then try to discover a EBS instance

 Upgraded AMP from 13.4.1.0 to 13.5.1.0 version.
