Terminating a Batch Removes Item-Step Associations from Cancelled Steps, Allowing Items Associated with Cancelled Steps to be Transacted (Doc ID 3017845.1)

Since upgrading from 12.2.9 to 12.2.12, when Terminating a batch and steps become Cancelled, the item-step associations are removed, so it is possible to transact materials that had been associated with the Cancelled steps. This was not possible in 12.2.9.

Expect to not be able to transact materials associated with Cancelled steps in a Terminated batch.

The issue can be reproduced at will with the following steps:
1. Terminate batch that has some Pending steps with associated materials (Production Supervisor > Batch Details > Actions > Terminate)
2. Transact these materials (Production Supervisor > Batch Details > click Transact Material button)
