Receive 'Could Not Create Locator' when using INV_LOC_WMS_PUB.CREATE_LOCATOR API with Projects (Doc ID 301793.1)

Symptoms

Receive the following error when trying to create locators using the INV_LOC_WMS_PUB.CREATE_LOCATOR API :

x_return_status = U

'Could not create locator.'

Segments 19 and 20 are displayed and enabled, but you are not creating locators for Projects and Tasks, so no data is being input for those two segments.
