Cannot Get Accrual Balances To Display On Self Service Timecard

This functionality is delivered in HXT H <Patch:3530830>
1- Followed setup in the HXT I Readme <Note:282087.1>
2- Logged into OTL responsibility and selected Timecard Entry
3) Click on the 'Display Accrual Balances' link on the timecard and it says "No Balances have been setup to display. Contact your System Administrator."
