Goal

Unlike seeded elements, user-defined elements are not synced even after executing adop patching cycle. When user-defined element is created, ZD_SYNC column in PAY_ELEMENT_TYPES_F table stays "INSERTED".
How to change ZD_SYNC to SYNCED for user-defined elements?
