FND_USER_PKG Called as a REST Service Fails For Valid User With "TESTUSERNAME": "1" and Service Monitor Shows: Username can not be null or space (Doc ID 3018599.1)

Symptoms

On : 12.2.9 version, Installation Issues

When attempting to call FND_USER_PKG testusername as a REST interface as documented in

          Steps to test FND_USER_PKG Rest API using any REST client like Postman, SOAP UI or ARC (Deployment Process Included) (Doc ID 2649820.1)

the following error occurs:

In Service Monitor: fnd.plsql.APP_EXCEPTION.RAISE_EXCEPTION.dict_auto_log | Exception | Username can not be null or space


The issue can be reproduced at will with the following steps:

1. Use postman to create a GET call to testusername using the payload in Doc ID 2649820.1 as an example.


2. Set X_USERNAME to the user to be tested.
3. Submit
4. Notice the response is "TESTUSERNAME": "1" , which means FALSE.
5. Check the log in Service Monitor and see :Username can not be null or space
