Following Enterprise Command Center Version Upgrade, Assets Command Center Data Load Incremental Load Fails With "There is an error while trying to ingest data for this load" (Doc ID 3019355.1)

Symptoms

After an Enterprise Command Center (ECC) upgrade, the Assets Command Center Data Load incremental load fails with error message in ECC:

There is an error while trying to ingest data for this load rule FA_ECC_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset fa-rec for job 806,298 exception details:
java.sql.SQLSyntaxErrorException: ORA-00936: missing expression


STEPS TO REPRODUCE
-----------------------
1. Upgrade to ECC latest version.  Instructions for this upgrade available in Installing Oracle Enterprise Command Center Framework, Release 12.2 (Latest Version) (Doc ID 2495053.1).

2.  Then use a responsibility which has the Assets Command Center.  This is not preset by Oracle, so will be installed as part of the original ECC implementation at client site, per document linked directly above.

3.  Menu path:  Other -- Requests -- Run

Choose to run Assets Command Center Data Load.  Parameter:  Load Type:  INCREMENTAL_LOAD.  Accept remaining defaults.

Request will end with the following error:

There is an error while trying to ingest data for this load rule FA_ECC_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset fa-rec for job 806,298 exception details:
java.sql.SQLSyntaxErrorException: ORA-00936: missing expression
