XLABAPUB Update Subledger Accounting Balances
Symptoms
After E Business Suite ( EBS ) upgrade to higher version, the concurrent program "Update Subledger Accounting Balances" ( XLABAPUB ) has been finishing with below error:

[xxx]: **SQL error and free**
[xxx]: An internal error occurred. Please inform your system administrator or support representative that:
An internal error has occurred in the program xla_balances_calc_pkg.calculate_balances. Balances are not initialized for the latest open period.
An internal error has occurred in the program xla_balances_calc_pkg.calculate_balances. Balances are not initialized for the latest open period.
The FND Debug Log is showing below message:
