Issue with the Synchronize Certification Subscriptions with Class Enrollments concurrent program long running.

The synchronize certifications programs is currently driven of a main cursor query that returns around 24M records on a daily basis. These records are currently processed serially and for each record further cursors and function calls are made. The volume of records processed and the serial nature of processing both contribute towards the long run times (avg 8-10 hrs) of this concurrent program.





The issue can be reproduced at will with the following steps:
1. Learner Administration
2. Run Synchronize Certification Subscriptions with Class Enrollments concurrent program
3. Takes around 8 to 10 hrs to complete
