Symptoms

Unable to complete a Work in Process (WIP) return for a Serial Controlled Item, the Serial is not available in the LOV.

The issue can be reproduced at will with the following steps:
1. Create a WIP job that uses a Serial Controlled Item
2. Cancel the WIP Job
3. Create a new WIP job to use the same Serial number
4. User is not able to return the Serial from the first job,
This results in the Serial not availble for use in the next WIP job.
