When Viewing Sales Orders on the HTML Form - Click Attachments Tab "No Data Found" After Upgrading to Release 12.2 (Doc ID 3020548.1)

Symptoms

HTML Order Management sales order form is not showing any attachments when clicking
on the Attachments Tab as expected.  When looking on the EBS Standard Sales Order
Form, the attachments are visible.


The issue can be reproduced at will with the following steps:
1. Responsibility: HTML Order Management
2. Navigate to Dashboard > Search Sales Order View 
3. Observe all the Header Information
4. Go to "Attachment" > Observe: No results found.
