Symptoms

While submitting create invoice accounting from invoice workbench, encountered below error :

FRM-40654: Record has been updated. Requery block to see changes

The issue can be reproduced at will with the following steps:
1. Create Payable invoice (N) Oracle Payables -> Invoices -> Entry -> Invoices
2. Apply Localization Taxes
3. Validate the invoice
4. Create accounting in online mode navigating in Actions -> Create Accounting 
5. Error observed.
