Deduction Arrears Balance is not Cleared When Initial Payroll Calculation has Zero Net (Doc ID 3021281.1)

Symptoms

Deduction arrears are not cleared correctly when the initial payroll run had zero or negative net results.  This can be seen in the employee's balances.

Example:

Medical Pre-tax deduction is set to deduct $200 per pay period.  Arrears will be accumulated if the deduction cannot be taken due to insufficient earnings.

Pay Period 1:

Net Pay is $0 and Medical Pre-tax deduction was not taken.

Confirm that the Medical Pre-tax deduction arreared.

Element: Medical Pre-tax Special Features run result values:
- Not Taken $200.00
- Arrears Contr: $200.00

Pay Period 2:

Earnings are sufficient to take the regular period deduction and clear arrears.

Medical Pre-tax deducted $400.00 ($200 regular deduction and $200 arrears)

When reviewing the run results, it is found there are no run results for the Medical Pre-tax Special Features element. The arrears amount was deducted but the arrearage balance was not cleared.

 

Steps to reproduce the issue:

From US HRMS Manager responsibility or equivalent:

1. Run payroll for an assignment with insufficient earnings to take deductions which are flagged to take arrears.
Navigate: Processes and Reports > Submit Processes and Reports > Single Request

2. Check employee balances and see deduction has a non-zero Arrears balance
Navigate: View > Employee Balances

3. Run payroll in a subsequent period where there are sufficient earnings to take the regular deduction and arrears.

4. Check employee balances and see that the arrears amount is deducted, but the Arrears balance has not been cleared and set to 0.00
