Subinventory Carries Zero Cost While Item Has Cost

Goal
We would like to maintain inventory in a Subinventory without associating any cost or value with it. The item cost cannot be set to zero because the same item in a different Subinventory must have a cost.
For example:
Item: 12345, Item Cost: $10
Subinventory 'FG1': 100 quantities = Value $1000
Subinventory 'FG2': 100 quantities = Value $0
This is necessary to fulfill a requirement where we need to track the On-hand quantity for the 'FG2' Subinventory without reflecting any associated cost.
