In Oracle Contract Lifecycle Management, Only the Buyer Can Update Solicitations With Approval Status of In Process and Status of Draft

Symptoms
In Oracle Contract Lifecycle Management, a collaboration team member cannot update an existing solicitation which is in Approval Status "In Process".
Due to this issue, the collaboration team members with full access are unable to edit the solicitation documents while they are in process.
It is expected that the collaboration team member is able to update the In Process solicitation.
Steps To Reproduce
1. Navigate to one of the following:
a. CLM Purchasing responsibility > Buyer Work Center > Solicitation tab
b. CLM Sourcing responsibility > Sourcing Home Page > Solicitation tab
2. The buyer creates a new solicitation, with collaboration team members and approvers included.
3. The solicitation is submitted for approval
4. Instead of approving the document, wait until the approval expires (example: Close Date passes).
5. As a collaboration team member with full access, attempt to update this solicitation:
6. On the "Manage Draft Negotiations and Amendments" page, query the solicitation
a. In the search results, see that the document has Approval Status = In Process. Select the document and click the Update button.
b. On the "Create Solicitation: Review" page, the Update button is missing and so the user cannot update it.
7. Now as buyer, attempt to update the same solicitation using the same steps. The Update button is present and the buyer is able to update the document.
