User is not able to assign vacation rules .

Navigate to Workflow Administrator Web (New) Responsiblity
-> Administration Workflow
Administration -> Vacation Rules tab
Select a User whose Notification Rules need to be configured :User : Oracle Applications User
Search by Name
Click Go
