Symptoms

After applying AD/TXK Delta 14 patches, users are unable to access forms as the arabic output returns question marks.

 

Steps To Reproduce
-----------------------

1.Login into Oracle Applications.

2.Click on any form.

3.When users issue a query, it returns as question marks instead of arabic characters.
