Symptoms

On : 12.2.9 version, Integrated SOA Gateway

When attempting to deploy a REST service
the following error occurs:

[162]:EXCEPTION:[fnd.isg.client.IREPException..handleException]:Exception Stack Trace oracle.apps.fnd.isg.client.IREPException: oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: java.lang.SecurityException: User: ASADMIN, failed to be authenticated.


A second attempt to deploy fails with

53]:UNEXPECTED:[fnd.framework.OAException]:Application: FND, Message Name: FND_GENERIC_MESSAGE. Tokens: MESSAGE = oracle.jbo.DMLConstraintException: JBO-26048: Constraint "FND_SOA_SERVICE_OPERATIONS_PK" violated during post operation


The issue can be reproduced at will with the following steps:

1. Login into EBS Application --> Integrated SOA Gateway

2. Integration Repository --> search

3. Select any undeployed service --> REST Web Service --> click Deploy
