Tax Exempt defaulting rule in OM is not working after upgrade
The defaulting rule for the Tax exempt field in the order header is not working. The field should default based on the order type entered by the user. Currently the issue resides only in DEV, which is the highest upgraded instance (12.2.12). DEV is being used for upgrade testing. In TEST and Prod (12.2.10), the issue doesn't exist there. The defaulting rules work fine.
The issue can be reproduced at will with the following steps:
1. Users go to the sales order form and select an order type.
2. Users then click on the Others tab and validate the Tax Handling field value.
