Reservation Form Is Allowing Deletion Of Staged Reservation Created Through The RTV(Return To Vendor) Process (Doc ID 3026212.1)

Reservation form is allowing deletion of staged reservation created through the RTV(Return To Vendor) process

The issue can be reproduced at will with the following steps:

R) Inventory Super User -> Onhand, Availability -> Reservations
Query for any item, eg: AS54888
Select any of the reservation id's having staged_flag = 'Y'
Click 'Delete' icon from the Tools menu.
The record is removed.
Click save and the reservation record is deleted.
