Symptoms
After eBusiness Suite upgrade 12.1.3 for 12.2.12, when checking status of the Workflow components all workflow services are stuck in starting state on Workflow Service Components Container Page.
Run the following select from sqlplus as APPS user:
select component_name,component_status,component_id from fnd_svc_components;
Results of select:

When checking in the UI following System Administrator -> Oracle Applications Manager -> Workflow -> Service Components the results are the same. In this page, Start button doesn't work and components remain stuck in Starting status.
