Pennsylvania (PA) Pre-Tax Deduction for Dependent Care was only Corrected for State Taxability Rules not City Tax Withholding Rules - Should be Exempt State and City (Doc ID 3027098.1)

Symptoms

The Tax Withholding Rules for Dependent Care in Pennsylvania state and cites changed from taxable to exempt. State Tax Withholding Rules were corrected in the Q1 2024 patch but this same was not delivered for cities in Pennsylvania. Development is delivering the City Tax Rules for PreTax Deductions, so this should also have been delivered.

The Pennsylvania city tax withholding rules to be correct based on the rules delivered by Vertex

The issue can be reproduced at will with the following steps:
1. US Super HRMS Manager or Equivalent responsibility.
2. Applied the Q1 2024 patch For Bug 36455772 - Q124:121:CHANGE DEPENDENT CARE TAXABILITY RULE FROM TAXABLE TO EXEMPT FOR PENNSYLVANIA.
3. Total Compensation > Basic  > Tax Withholding Rules > Pennsylvania > only the state was corrected.
4. This same change is applicable to Pennsylvania cities.
5. Development should be delivering the City Tax Rules for PreTax Deductions.
