Pricing Engine Is Removing Discounts During the Booking Process That Were Previously Applied Using Oe_order_pub.Process_order Api Within the Line's Workflow (Doc ID 3027123.1)

Symptoms

Finds that when using oe_order_pub.process_order API to apply discounts to an order, discounts are applied then removed during the booking process.
Manually applies modifiers using process_order API which is directly called in the line's workflow before the book order process.
 

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Query Order
4. Book Order
   After entering the order in the order organizer, one clicks on Book (button), then this call is made to the API which adds the adjustments, then proceeds to booking.
   If a timeout is added to the custom code, [dbms_lock.SLEEP(10);],which calls the API, then one can query oe_price_adjustments table during processing and see that the manual modifiers are being added.
   However, before booking is completed, the modifiers are removed.
5. Place cursor on line, actions > View Adjustments; finds discount(s) are removed that were applied via call made in workflow to oe_order_pub.process_order API
