'PSP: Import Payroll Transactions From HRMS' Process Fails with Errors in Log: "Server Side API failed and did not return an error message." and "ORA-06502: PL/SQL: numeric or value error: number precision too large"

Symptoms
After upgrading to application version 12.2.6 or above, the PSP: Import Payroll Transactions from HRMS concurrent process is completing with errors which can be seen in the log file.

Server Side API failed and did not return an error message.
ORA-06502: PL/SQL: numeric or value error: number precision too large
The issue can be reproduced at will with the following steps in Labor Distribution responsibility:
1. Log in to Labor Distribution responsibility or equivalent.
2. Navigate to Processes and Reports > Run > Single Request > Run PSP: Import Payroll Transactions from HRMS process.
3. Click on View Log button and observe above error is displayed in the process log.
