Symptoms
When attempting to generate intercompany invoice, the following error occurs.
ORACLE error during DRAFT INVOICE GENERATION (cursor=25 code=-1: ORA-00001: unique constraint (PA.PA_DRAFT_INVOICE_DETAILS_U2) violated)

The issue can be reproduced at will with the following steps:
1. Log in to Projects responsibility
2. Navigate to View > Requests > Submit a new request
3. Run request PRC: Generate Intercompany Invoices for a Single Project
4. Review log file to see the error.
