Symptoms

When attempting to run "General Ledger Trial Balance Report",
the following error is displayed in request form:

Enter a value for Access Set Id parameter

The issue can be reproduced at will with the following steps:
1. Navigate to General Ledger Localization responsibility.
2. View > Requests > Submit a new request.
3. Run "General Ledger Trial Balance Report".
