Unable For Customer to Log In to Oracle Business Network (OBN)

Goal
Trying to setup an Oracle customer in OBN (Oracle Business Network). The Initial Account Activated email was sent as shown below but the customer cannot login using email:
From: Oracle BN Operations <OBN operations emails>
Sent: <date and time stamp>
To: <email address here>
Subject: Oracle Business Network: Account Activated
Your registration has been approved, and an Oracle Business Network account for <customer name> has been created. Please login and complete your company profile setup at https://businessnetwork.oracle.com.
A separate email will be sent to you with the credentials to login to OBN.

In trying to reset password or login to the account the customer's email does not come up as a registered user, why can the customer not login?
