Unable To Assign "Application Diagnostics" Responsibility as a direct responsibility.

Symptoms
On : 12.2.12 version, User Interface (UI)
When I try to assign the "Application Diagnostics" responsibility to USER1A, USER10A, or USER25A. I'm getting the error message in the screenshots I attached.
Also, when I try to remove the end date from the responsibility in the indirect responsibilities section it says the field is protected against update.
Error: APP_FND-01929: This responsibility has already been assigned to this user. Please enter a different responsiblity
