R12: GL: Webadi Document Fails to Launch List of Values(LOV) When Russian or Spanish Langauge Is Enabled on Windows Regional Settings (Doc ID 3029759.1)

Symptoms

When Russian or Spanish language is enabled on Windows Regional Settings, user is unable select value from List of Values.

The issue can be reproduced at will with the following steps:

Windows:
1. Go to Windows Panel and open "Region"
2. Update the Format to "Russian" and click [Apply]

Oracle Application:
1. Login to Oracle E-Business Suite
2. System Administrator responsibility > Profile > System
3. Set profile option "BNE: Enable OOXML Standard" to Yes
4. Then use AGIS Responsibility: Intercompany Super User
5. Create the template: "Create WebADI Upload" use LOV
