Error 'APP-AR-96282: An Inactive Site Cannot Be Primary Site' When Updating Customer Record At Address Level (Doc ID 302998.1)

ARXCUDCI - Customers

Symptoms

 When updating customer's information at the address level in Customers form (ARXCUDCI), the following error is received:
"APP-AR-96282: ERROR An inactive SITE cannot be primary SITE. Please change the identifying_address to N or change status to active."

When click "OK" for the error message, another message appears at the bottom of the form:
"Exception raised by serverside code address update"

The Addresses screen of Customers Standard form is showing the customer and the address as Active.

This starts happening after upgrading the applications from 11.5.2 to 11.5.9.
