OAB: Will Rates Display Correctly If Field "Defaults Will Be Assigned On" Is Set to One Day Before Enrollment Period Begins?

Goal
In EBS Oracle Advanced Benefits, when setting up Program Enrollment Requirements for a Scheduled Event like Open Enrollment,
Is there a concern with setting the field "Defaults Will Be Assigned On" to the day before enrollment period starts?
Example:
1. Navigation using US Super HRMS Manager
> Total Compensation > Programs and Plans > Program Enrollment Requirements > Timing > Scheduled
2. Select Enrollment Type = Open.
3. For current Enrollment Period, say 01-NOV-2024 to 30-NOV-2024,
Set field "Defaults Will Be Assigned On" to 31-OCT-2024.
4. Now process Open Enrollment and review rates assigned.
See that the rates are drawing from the prior year, and not from the Open Enrollment for the next year as expected.
