Funds Accrual Engine Ran With Specific Operating Unit Is Not Processing Accruals To Offer Checkbook (Doc ID 3030447.1)

Symptoms

User has setup Trade Management Offers as Global to apply in all Operating Units.  When Funds Accrual Engine (FAE) program with operating unit parameter as US or CA, no accruals are being processed to offer checkbook from sales orders.


The issue can be reproduced at will with the following steps:
1. Trade Management Administrator > Concurrent Requests
2. Run Funds Accrual Engine program
