Error: "java.lang.NullPointerException" Displayed in Log When Trying To Run "CLE: AP Purchasing Ledger" Report (Doc ID 3032015.1)

Symptoms

When attempting to run "CLE: AP Purchasing Ledger" report,
the following error is displayed in log.

java.lang.NullPointerException
at oracle.apps.xdo.oa.util.DataTemplate.getDataTemplate(DataTemplate.java:395)
at oracle.apps.xdo.oa.util.DataTemplate.(DataTemplate.java:229)
at
oracle.apps.xdo.oa.cp.JCP4XDODataEngine.runProgram(JCP4XDODataEngine.java:289)
at oracle.apps.fnd.cp.request.Run.main(Run.java:159)


The issue can be reproduced at will with the following steps:
1. Navigate to AP/AR Localization responsibility.
2. Go to View > Request > Submit a new request.
3. Run "CLE: AP Purchasing Ledger report".
