When trying to add Grade Step to Employee's Assignment, below Caution Message is encountered

Steps for Issue Simulation
1. Logged in using HRMS Manager Responsibility
2. Navigate to People -> Enter and Maintain
3. Date Track to some previous date (e.g. 31-Dec-2023) -> Query an Employee
4. Go to Assignment -> Others -> Grade step
5. In Grade Step Placement Window enter Grade Step
