After Upgrading to 12.2.13 Cannot Change Customer Name / Customer Name Is Greyed Out in Receipt Workbench (Doc ID 3033609.1)

Symptoms

After receipt was accounted in version 12.2.13, client cannot change the field Customer Name in the workbench because it is greyed out.

The issue can be reproduced at will with the following steps:

Responsibility: Receivables Manager
Navigation: Receipts> Receipts

1. Create a Receipt
2. Account the Receipt by navigating to Tolls> Create accounting
3. Try to change the Customer Name

Changes

 Client has upgraded to version 12.2.13
