Users are not able to create the Project in Self Service Web App page as the page displays the following message:

Following steps reproduce issue:

Using Projects Responsibility Navigate-->Projects-->Project HTML-->Deliverables-->Create Project
Enter Organization, click on GO
Select Template
Enter the Project Name with any value , Date as Today's date , click on Continue
Page remains in Processing State for longer with message
