Person Data Removal Fails on Constraint HR_API_TRANSACTION_VALUES_FK1 with Error ORA-02292 (Doc ID 3034538.1)

Symptoms

When attempting to obfuscate an employee record using the Person Data Removal tool, the following error occurs.

2292 -ERROR- ORA-02292: integrity constraint (HR.HR_API_TRANSACTION_VALUES_FK1) violated - child record found.

 
The issue can be reproduced at will with the following steps:

  1.  Responsibility: US HRMS Manager.

  2.  Navigate: Person Data Removal > Highlight Employee Row > Select Actions > Remove.
     
  3.  Click Go.
